On July 7, 1937, the Japanese troops staged the premeditated Luogouqiao (Marco Polo Bridge) Incident, by which it launched the all-out war of aggression against China. The Chinese troops rose up in resistance. Thus the nationwide War of Resistance Against Japanese Aggression started. On July 8, the Communist Party of China published an open telegram to the whole nation, calling upon the people of the whole country to rise in resistance against the Japanese aggression. On the initiative of the CPC, the Anti-Japanese National United Front formally established on the basis of the KMT-CPC cooperation. The main force of the Chinese Workers’ and Peasants’ Red Army was redesignated as the Eighth Route Army of the National Revolutionary Army, and moved from Shaanxi to the anti-Japanese front line in north China. After Taiyuan fell, the Eighth Route Army marched to north China to conduct guerrilla warfare in light of the strategic principle of waging independent mountainous guerrilla warfare laid down by the Revolutionary Military Commission of the CPC Central Committee, and strived to recover the lost territory there. Cooperated by the local CPC organizations, the Eighth Route Army built many anti-Japanese base areas behind the enemy lines. Till June 1938, they fought over 600 battles against Japanese aggressors, wiping out and capturing 37,000 Japanese and puppet troops. By the end of 1938, the Eighth Route Army had swiftly expanded from 46,000 to more than 156,000.

  The New Fourth Army

The Political Bureau of the CPC Central Committee held an enlarged meeting at Luochuan in northern Shaanxi on August 22, 1937, at which the Revolutionary Military Commission of the CPC Central Committee was formed. After the meeting, in view of the development of situation and the change of Kuomintang’s policy, the CPC Central Committee made a proposal to the Kuomintang, suggesting to reorganize the Red Army guerilla forces in 14 areas in Hunan, Jiangxi, Fujian, Zhejiang, Hubei, Henan, Anhui and Guangdong provinces into anti-Japanese armed forces. Under the pressure of the nationwide anti-Japanese situation, Chiang Kai-shek agreed to reorganize the Red Army guerilla forces in central and southern China into a corps. After consultations between the CPC and the KMT, the Red Army guerilla forces in central and southern China were reorganized into the New Fourth Army of the Ground Force of the National Revolutionary Army (the New Fourth Army for short). According to the incomplete statistics, during the 8 years’ War of Resistance Against Japanese Aggression, the New Fourth Army fought nearly 30,000 big and small battles against the Japanese and puppet troops, inflicting some 440,000 casualties upon the enemy. Furthermore, the New Fourth Amy established the Central China Anti-Japanese Base Area embracing 5 provinces and regained 250,000 square kilometers of the lost territory. The New Fourth Army had only 10,000-odd men when it was established, and by the time when the War of Resistance Against Japanese Aggression was won, it had developed into a force with 310,000 men.
