The important speech made by Hu Jintao, general secretary of the Communist Party of China (CPC), on July 1, requested all the Party members to study hard and carry through the important thought of "Three Represents" and make new achievements in arming the minds of the people with "Three Represents" and in using it to guide practice. In order to earnestly implement the important speech made by Comrade Hu Jintao, we must strive to apply what we have learned to practice and promote the study by practice, unify our understanding and improve our political consciousness with the important thought of "Three Represents", and promote the innovative development of various undertakings of the army.

　　To arm the minds of people with new achievements in theoretical innovation of our Party and use them to guide our practice is the fine style of study our Party has persistently advocated and the litmus to test if the theoretical study has any practical results. Just as all theories must be applied to practice before their enormous power could be brought into play, the fundamental goal of study and implementation of the important thought of "Three Represents" is to promote the development of the socialist cause with Chinese Characteristics and boost the military changes with Chinese characteristics. Therefore, to start a new upsurge of study and implementation of the important thought of "Three Represents", one must not only grasp the essence of the important thought of "Three Represents", but also make efforts to remold one's subjective world and use it to guide practice, so as to turn it into a powerful force for promoting reform and building of the army.

　　The scientific theory plays a critical role in establishing one's political belief and correct world outlook and methodology. To make new achievements in guiding our practice, we must first make firm our political belief and spirit support. We must, in light of the development of situation at home and abroad, give top priority to strengthening ourselves politically and ideologically, guide our officers and men to further fortify their political belief to the important thought of "Three Represents", strengthen their scientific world outlook and methodology and the basic norm to be man of integrity, constantly strengthen the awareness of the army spirit, and enhance the steadfastness and awareness to carry through the Party's basic theory, basic line, basic program and basic experiences.

　　The prosperity of the country and the affluence of the people rely on the development, same is true with the development of the army. We must make new achievements in promoting military changes with Chinese characteristics. Measures should be adopted to earnestly implement the thinking of "development is the first priority" and further strengthen the awareness of development, and solve the new problems arising from our military, political, logistics and armament building with development approach. Through reform and innovation and by relying on science and technology, and development of human resources, we must energetically boost the military changes with Chinese characteristics with informationization as the core, and strive to accomplish the historical tasks of mechanization and IT application, and push our national defense strength and army modernization drive to a new level.
