In mid-July, Liu Xiang, who has taken the post of director of the operation service research office of an air force unit of the Beijing Military Area Command for only two months, has put forward a proposal on establishing Grade A City Air Defense Logistics System, which was adopted by the higher level. It is another fruit derived from the new system designed by the unit to put talents with higher academic education to key positions.
To give full play of talents with higher academic education, the unit decided this May to appoint Li Xiang, a 34-year-old master-degree holder graduated from the University of National Defense majoring in logistics command, the director of the operation service research office. Out of their expectation, the decision led to comments of some officers and men: Liu has a master's degree, but is he too young to be appointed a director? Can the others be convinced? Facing the different opinions, the Party's committee came to the same understanding with the important thought of "Three Represents", that to carry out the strategic project of developing human resources, we must break away with traditional concept in using talents and keep pace with the times to push the talents with innovative spirit to the front line. Before attending the post graduate courses, Liu had worked in troops for nearly 3 years. He has won the first prize in the on-line contest of the air force logistics training featuring new technology, and his over 10 papers have won prizes. Therefore, Liu was competent for the position. Practice showed that Liu did a good job at his post.
