BEIJING, Feb. 1 (ChinaMil) --A grand inauguration ceremony was held to mark the founding of the five theater commands of the Chinese People's Liberation Army (PLA) in Beijing on Feb. 1, 2016. President Xi Jinping, who is also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission (CMC), conferred military flags to the five theater commands respectively and addressed the ceremony.
On behalf of the five theater commands, Liu Yuejun and Zheng Weiping, commander and political commissar of the Eastern Theater Command, Wang Jiaocheng and Wei Liang, commander and political commissar of the Southern Theater Command, Zhao Zongqi and Zhu Fuxi, commander and political commissar of the Western Theater Command, Song Puxuan and Chu Yimin, commander and political commissar of the Northern Theater Command, and Han Weiguo and Yin Fanglong, commander and political commissar of the Central Theater Command, received the military flags respectively from President Xi during the ceremony.
After the flag-conferring ceremony, President Xi gave an instruction to the five theater commands. He stressed in the instruction that founding the five theater commands and setting up the joint operational commanding institutions of the theater commands is a strategic decision made by the CPC Central Committee and the CMC with an eye to realizing the Chinese Dream and the Dream of a Strong Military, a symbolic measure to comprehensively implement the PLA's strategy of building a strong military through reform, and also a historic progress of the PLA in building its joint operational system. The establishment of the five theater commands and their joint operational institutions is of great and far-reaching significance in ensuring the PLA to be capable of fighting and winning battles and effectively safeguarding China's national security, President Xi said.
Xi pointed out that the theater commands are responsible for such missions as responding to security threats in their strategic directions, maintaining peace, deterring wars and winning battles, and will play significant roles in safeguarding the overall situations concerning the national security strategy and the military strategy.
Xi said that the theater commands should form the loyal, competent and efficient joint operational commanding institutions by firmly carrying out the general guideline, namely, the CMC takes charge of the overall administration of the Chinese armed forces, the theater commands focus on combat readiness, and the various military services pursue their own construction and development.
Xi stressed that all the theater commands should unswervingly follow the absolute leadership of the CPC over the military and carry out the orders and instructions of the CPC Central Committee and the CMC to the letter.
All the theater commands should devote themselves to studying how to fight wars, research the principles of winning modern warfare, speed up the formulation of the theater commands' strategies, perfect their combat plans, and focus on joint training, so as to obtain initiatives in future warfare, Xi said.
All the theater commands should command the joint operations in the highly effective way, enhance their command capabilities, strengthen joint command, joint operations and joint support within the theater commands, and organize troops to complete routine combat-readiness and military operations, according to Xi.
Xi concluded his instruction by saying that all the theater commands should always be prepared for war, so as to safeguard China's national sovereignty, security and development interests.
During the ceremony, Fan Changlong, member of the political bureau of the CPC Central Committee and vice chairman of the CMC, read out the CMC's order and decision endorsed by President Xi Jinping to establish the PLA's theater commands' organs and nominate their leading members. Xu Qiliang, member of the political bureau of the CPC Central Committee and vice chairman of the CMC, presided over the ceremony.
After the ceremony, president Xi met with leading members from the five theater commands and posed for a group photo with them. Other CMC members including Chang Wanquan, Fang Fenghui, Zhang Yang, Zhao Keshi, Zhang Youxia, Wu Shengli, Ma Xiaotian and Wei Fenghe also attended the ceremony.
