China joins hands with three neighbors to counter terrorism

URUMQI, Aug. 4 (ChinaMil) -- The Inaugural High Level Military Leader Meeting on Quadrilateral Cooperation and Coordination Mechanism in Counter Terrorism by Afghanistan-China-Pakistan-Tajikistan Armed Forces was held here on Wednesday. The meet aimed at implementing the important consensus on strengthening regional counter terrorism cooperation reached by heads of state of the four countries.

High level military leaders present at the meeting were Chief of General Staff of the Afghan National Army General Qadam Shah Shahim, Chief of the Joint Staff Department under China's Central Military Commission (CMC) General Fang Fenghui, Pakistan's Chief of Army Staff General Raheel Sharif and Tajikistan's First Deputy Defense Minister and Chief of General Staff of Armed Forces Major General Emomali Sobirzoda.

General Fang Fenghui delivered a keynote speech at the meeting.

China unswervingly adheres to the road of peaceful development, and the concept of amity, sincerity, mutual benefit and inclusiveness for neighborhood diplomacy, the security concept of common, comprehensive, cooperative and sustainable security in Asia, and the Belt and Road Initiative, which were all advocated and proposed by Chinese President Xi Jinping, have provided new concepts and strategic visions for the promotion of regional peace and development, Fang said.

Currently, the three evil forces of terrorism, extremism and separatism are frequently creating disturbances, seriously affecting regional peace and stability, Fang said. He pointed out that the purpose of establishing "quadrilateral mechanism" is to implement the important consensus reached by heads of state of the four countries, and to help construct a community of common destiny for Asia, maintain regional peace and stability and safeguard people's welfare.

Taking the establishment of the "quadrilateral mechanism" as an opportunity and platform, China is willing to work with the other three parties to deepen pragmatic cooperation and jointly tackle challenges of the "three evil forces" in accordance with the principle of "mutual respect, sincere cooperation, collaborative combat, mutual benefit and win-win", Fang noted.

China will spare no efforts to deepen regional counter-terrorism cooperation, maintain regional security and stability, and promote common prosperity and development of the four countries, Fang added.

Afghanistan welcomes and supports the "quadrilateral mechanism", Gen. Shahim said, adding that only when countries in the region establish mutual trust and cooperate in good faith, can they defeat terrorism and extremism. He hoped all parties can work together to strengthen pragmatic cooperation and jointly deal with the common enemy of terrorism under the framework of the "quadrilateral mechanism".

Gen. Sharif said that the region faces many complex challenges, especially terrorism poses serious threats to regional security, and armed forces of countries in the region are required to carry out close cooperation and join efforts in fighting against terrorism.

The establish of the "quadrilateral mechanism" is timely and of great significance, Pakistan is willing to play an active role in the mechanism to promote the realization of security and stability in the region, said Sharif.

Maj. Gen. Sobirzoda said that the international and regional anti-terrorism situation is worrying and in order to solve regional security problems, all countries should work together and make good use of the "quadrilateral mechanism" and other multilateral platforms.

Tajikistan believes that the "quadrilateral mechanism" will play an important role in security cooperation among countries in the region and the maintenance of peace and stability, Sobirzoda said.

At the meeting, the four parties decided to formally establish the Quadrilateral Cooperation and Coordination Mechanism in Counter Terrorism by Afghanistan-China-Pakistan-Tajikistan Armed Forces, and signed a joint statement and a minutes of meeting.

Admiral Sun Jianguo, deputy chief of the Joint Staff Department under the CMC, attended the meeting.
