BEIJING, January 4 (ChinaMil) -- The high-ranking generals (admirals) of the Chinese People's Liberation Army (PLA) recently underwent a new round of position adjustments. As of now, official coverage and reports by Beijing Youth Daily have confirmed position adjustments in PLA Navy, the Second Artillery Force, military area commands, military scientific research institutes, etc. Among them, the PLA Navy receives the biggest move with duties and positions of at least five admirals changed.
Zhang Haiyang retired as political commissar of the Second Artillery Force
At the seminar for the 80th anniversary in memory of Houchang Conference in Weng’an county on December 31, 2014, “Zhang Quanjing, former head of the Organization Department of the Central Committee of the Communist Party of China (CPC), and Zhang Haiyang, former political commissar of the Second Artillery Force of the PLA, sent over the congratulatory letters,” Guizhou Daily reported on January 2, 2015. This has confirmed the news about Zhang Haiyang’s retirement.
According to public materials, Zhang Haiyang, 65, was born in July 1949. As stipulated in Article 14 of the People’s Republic of China Law of Officers in Active Service, there is an age limit on military, political and logistics officers in combat units. Deputy commanders (deputy political commissars) at military area command level are required to be younger than 63 years old (inclusive), while commanders (political commissars) are required to be young than 65 years old (inclusive). Zhang Haiyang has reached the maximum term of service at military area command level.
At least five naval admirals received position adjustments
The PLA Navy held a rank promotion ceremony for admirals on December 29, 2014, during which PLA Navy commander Wu Shengli read out the order by President Xi Jinping on rank promotion of the admirals, and PLAN Political Commissar Miao Hua hosted the ceremony. Tian Zhong, Jiang Weilie, Ding Yi and Liu Yi, deputy commanders of the PLAN, Wang Dengping and Ding Haichun, deputy political commissars of the PLAN, Qiu Yanpeng, chief of staff of the PLAN, Yang Shiguang, director of the Political Department of the PLAN, Xu Weibing, director of the Logistics Department of PLAN, and Wang Jiangguo, director of the Armaments Department of the PLAN, were present at the ceremony.
Among the attendees, Miao Hua was the former political commissar of the Lanzhou Military Area Command (MAC), Jiang Weilie was the former commander of the South China Sea Fleet of the PLAN, Wang Dengping was the former political commissar of the South China Sea Fleet of the PLAN, Ding Haichun was the former political commissar of the East China Sea Fleet of the PLAN, and Yang Shiguang was the former director of the Political Department of the East China Sea Fleet of the PLAN. As we can see, at least five naval admirals received position adjustments.
Also, Liu Xiaojiang, former political commissar of the PLAN, Xu Hongmeng, former deputy commander of the PLAN, and Wang Sentai, former deputy political commissar of the PLAN, retired due to the required age.
In another front-page report of People’s Navy on December 26, 2014, Dong Jun, the former deputy commander of the East China Sea Fleet of the PLAN, has been transferred to the deputy chief of staff position of the PLAN.
Zhang Shibo becomes the new president of the National Defense University (NDU)
Besides the PLAN and the Second Artillery Force, the Armed Police Force (APF) also confronted personnel adjustment. PLA Daily website posted a report on the afternoon of December 24, 2014, saying “Wang Jianping, Liu Shengjie, Chai Shaoliang, Miao Hua and Zhou Changkui, leaders from the four general headquarters/departments of the PLA, the PLAN, the Central Committee of the Communist Young League and the General Office of the CMC, among others attended the meeting to learn the advanced deeds of the PLAN Submarine 372.” The above report indicated Wang Jianping has left the office as the APF commander.
Xinhua News Agency also reported on December 30, 2014 that Fan Changlong, member of the Political Bureau of the Central Committee of the Communist Party of China and vice chairman of the Central Military Commission (CMC), held a seminar with the graduates of the strategy class and the commander class of the NDU. Wang Jianping, Cui Changjun, Zhang Shibo and Liu Yazhou, leaders from the General Staff Headquarters (GSH) of the PLA, the General Political Department (GPD) of the PLA, the NDU and the General Office of the CMC, attended the seminar.
News from the NDU read that the university held a seminar at its teaching and command center on the afternoon of December 25, 2014 to learn the suggestions of some students from the commander class on educational and scientific research reforms. The university president Zhang Shibo, and deputy political commissar Wu Jieming were present.
We can see that Zhang Shibo becomes the new president of the university. Prior to this, he was the commander of the Beijing MAC since October 2012.
In addition, high-ranking officers stationed in Macao also received adjustments.
According to media coverage, Colonel We Yufa, spokesman of the PLA Macao Garrison, claimed on December 29, 2014 that, according to the order signed by CMC Chairman Xi Jinping, Maj. Gen. Ma Biqiang, former political commissar of the PLA Macao Garrison, was promoted to the political commissar of a provincial military command, and Maj. Gen. Zhang Zhimeng will succeed as the political commissar of the PLA Macao Garrison.
