Expert interprets China's new licensing directory for weapons, equipment

  BEIJING, Sept. 10 (ChinaMil) -- China released its updated licensing directory for scientific research and production of weapons and equipment after its doing so since 10 years ago, with the licensing items cut down by 62 percent compared with the 2005 edition. Why is the directory revised? What impact will the new directory have? The reporter interviewed experts in this regard on September 9, 2015.

  China's licensing directory for scientific research and production of weapons and equipment has been "slimmed" for a number of times. Previously it had released three editions of the licensing directory, namely more than 4,900 items in 2000, 4,202 items in 2002, and 1,988 items in 2005.

  "The original licensing directories strictly followed the principle of classification control, hierarchical management and moderate competition, receiving good social responses. With the economic development and industrial progress, however, some problems such as overlarge administrative range and repetitive setting of some specialties were found in practices," said Xu Zhanbin, deputy director of the State Administration of Science, Technology and Industry for National Defense of China (SASTIND), when explaining the reason of the revision.

  Xu Zhanbin pointed out that this revision will further push forward opening-up of the military industry, speed up the steps of absorbing outstanding private enterprises into the fields of scientific research, production and maintenance of weapons and equipment, stimulate the market's vitality, and promote orderly competition.

  The Directory of Licensed Specialties (products) for Scientific Research and Production of Weapons and Equipment (2015 Edition) released on September 8 is made up of 11 major categories, namely nuclear weapons and military nuclear power, missile weapons/carrier rockets, military aircraft, vessels, weapon equipment, military electronic systems and equipment, special electromechanical devices for weapons and equipment, spacecraft, special materials for weapons and equipment, important project management for weapons and equipment, testing and experiment of weapons and equipment.

  General subsystems and auxiliary products that have little impact on the performance of weapons and equipment are no longer put under licensing administration, for example, licensing for the entire category of ordinary military vehicles has been cancelled, the reporter noticed.

  The "ban" on such products as the platform gyrocompass navigation system and equipment for vessels, and the navigation, manipulation and control system and meteorological radar for surface vessels has also been lifted.

  "This licensing directory is formed after the opinions were repeatedly sought for from the departments concerned of the State Council, military equipment departments, local administrative authorities for the national defense science and technology industry, and various military industry enterprises. The substantial revision this time will not have any impact on the stable supply of military products," said Li Duokui, deputy director of the Military Product Supply and Supervision Division of the SASTIND.

  "Loose management combined with tight management" will be adhered to, and the control over cancelled items will be resolutely lifted. For the listed items, access will be standardized, supervision will be strengthened, and violations of laws and regulations will be strictly investigated and prosecuted, said Li Duokui.

  Of the enterprises that are qualified to carry out scientific research and production of military products at present, traditional military industrial enterprises only account for 32 percent, civilian enterprises account for 68%, specifically, private enterprises account for about 41 percent, the reporter has learned.

  Realizing "military-civilian integration and incorporation of military into civilian" with the help of the capital market has become a conscious action of the Chinese military industrial enterprises. The introduction of the market operation mechanism and constant investment have stimulated the enthusiasm of Chinese military industrial enterprises and wisdom of research personnel in an all-round way, according to the analysis of some foreign media.
