At the dawn of the new year, the PLA General Staff Headquarters (GSH) issued a directive on military training in 2006, in which it requires the PLA and the Armed Police Force to earnestly implement a series of important instructions of Chairman Hu Jintao on strengthening military training, to boost the all-round enhancement of the fighting capacity and the all-round progress of the army building through the all-round development of military training.

　　The GSH pointed out that the principal military training tasks in 2006 are: to vigorously carry out military training with realistic combat scenario, to make military training more standardized, to energetically yet prudently carry out study and exploration of integrated training, and to speed up overall transformation of education in military educational institutions. It also pointed out that all the troops must attach strategic importance to military training and enhance their sense of responsibility, urgency, consciousness for energetically grasping military training by proceeding from the need for the fulfillment of the historic mission of the army in the new century and new period.

　　The military training in the new year should proceed and seek practical results from the following eight aspects: to intensify the military training with realistic combat scenario with fulfilling the army's historic mission as the objective; to stick to carrying out the military training in line with the Outline of Military Training and Evaluation ; to energetically yet prudently explore the integrated training; to give prominence to joint training, and strive to build and further improve institutions and mechanisms conducive to the joint training so as to boost the integrated fighting capability of the army; to enhance the information quality of the officers and men; to increase the intensity of law enforcement in training; to standardize the daily training management so as to make certain that the trainees, training time, training contents and training quality are properly fixed for each training; the regulating role of training evaluation and examination should be given full play; the training grade assessment system reflecting the fighting capability of the troops should be established in training and the examination mode, which takes inspection exercise with actual troops as the main feature, should be popularized; and training of high-caliber talents should be intensified.
