Today is the 83rd anniversary of the Communist Party of China (CPC). The PLA and the Armed Police Force warmly celebrate this glorious day together with the Chinese people of all nationalities. 　　The 83 "annual rings" are shining with 83 years of brilliant accomplishment. In the long-term practice of making revolution and construction, the CPC has all along been full of vitality in energetically pressing forward, keeping pace with the progress of the times and achieving one victory after another. The fundamental reason for this lies in that the Party has been sticking to the guidance of scientific theory and devoting major efforts to strengthening and improving Party building, and to constantly boosting the creativeness, cohesion and combat effectiveness of the Party while keeping in close touch with the development of the situation and centering on the core missions.　 　　In energetically strengthening and improving the Party building in the army, we must deepen the study and implementation of the important thought of "Three Represents"; center closely on the core mission of modernization; emphasize the focal point of capability building; attach importance to giving a full play to the role of legal system; carry forward the spirit of hard working and bear in mind the "Two Musts"; stick to the principle of being strict in running the Party and in managing the government officials focusing on solving outstanding issues emerged in ideology, style of study, style of work, leadership and conduct of officials; and base our work on the fundamental principle that the Party is founded for the public interests and that it exercises state power for the people, which should be implemented in the whole process of executing one's duty and exercising one's power, and be carried out in protecting and bringing about tangible interests for the officers and men, so as to fully arouse the enthusiasm and creativity of the officers and men, to unite as one, to press forward and realize a leapfrog development of modernization of the army. 　　(July 1, PLA Daily)
