  The Central Military Commission has time and again stressed that the guiding principle of being strict with the army is an essential part of the effort to promote military changes with Chinese characteristics and likewise a logical requirement for boosting combat effectiveness of the troops and for getting well prepared for military struggles. For this reason, priority must be placed on implementing this principle throughout the army. 

  Being strict with the army is a must in army building and likewise a vital powerhouse for generating fighting power. In fact, being strict with the army has all along been one of the vital guiding principles for the PLA in its army building. It has been proven in the long history of revolution and construction that being strict with the army has become the fundamental guarantee for doing every work and for fulfilling every task. And the same goes to building an IT-oriented army and winning future wars involving information technology. The principle of being strict with the army boasts strong guiding and practical values. Its role and powerful value will be brought into full play only when it is permeated and applied in army building and every work. As an overall and general requirement, the principle of being strict with the army is rich in connotation and wide in coverage including the sectors of military, politics, logistics, armaments and others. In other words, it should be implemented and put into effect in every construction program and every work without any exception. The Party committees at all levels must see to it that the guiding principle of being strict with the army should be entirely, not partially, and firmly, not half-heartedly, carried out in and applied to every link of the army building and every work of the army.

  To boost fighting power is the primary aim and likewise the bottom line of all the work of the army. Standards for boosting fighting power must be firmly observed in the implementation of the guiding principle of being strict with the army in every work. In the final analysis, the principle of being strict with the army is a matter of running the army according to law, which means that it must be based on various laws and regulations. The swift and vigorous development of the revolution in military affairs in the world and the speeding up of the military changes with Chinese characteristics in China have created new situations and issues for the implementation of the guiding principle of being strict with the army. For this reason, the characteristics of and rules for army building under new situations must be taken into account and studied accordingly if the principle of being strict with the army is to be observed. In the whole process, the leadership stands at the core. Leaders at various levels should make the implementation of the guiding principle of being strict with the army an important and long-term mission, and carry it out persistently.
