The PLA Daily carries an editorial yesterday entitled Press Forward in Unity and with Full Confidence. The editorial reads that the Fourth Plenum of the 16th Central Committee of the Communist Party of China, which commanded the attention of the world, has come to a successful close. All the officers and men of the People's Liberation Army (PLA) and the Armed Police Force congratulate warmly on the complete success of the Fourth Plenum and the enlarged meeting of the Central Military Commission, pay high respect to the outstanding contributions made by Comrade Jiang Zemin to the Party, the country, the people, the national defense and army building, and firmly support the new Central Military Commission with Comrade Hu Jintao as Chairman, which came into being at the Plenum. 　　The editorial states that the decision on enhancing the governance capability of the Party has earnestly summarized the historical experience of the Party's governance, analyzed thoroughly the new situations and new issues facing the work of Party building under the new situation, laid down the guiding principles, the overall objectives, major tasks and various plans to enhance the Party's governance capability at present and in the coming period of time, demonstrated that the Party's understanding of the law of governance has reached a new height, and reflected the Party's clear understanding, scientific judgment and high level of consciousness of its historical orientation and mission. The decision approved by the Plenum is of great and far-reaching significance for the consolidation of the Communist Party as China's ruling party, for promoting the great cause of socialism with Chinese characteristics and for strengthening national defense and army building. It calls on the PLA to closely combine theory with practice, earnestly study and implement the spirit of the Plenum, unify the thinking of the PLA members by the spirit of the Plenum and boost the capability of the Party organizations at various levels within the PLA. 　　The editorial further states that Comrade Jiang Zemin, as the core of the third-generation of central collective leadership of the Party, has made outstanding contributions to the Party, the country, the people, the national defense and army building. In the past fifteen years when he served as the chairman of the Central Military Commission, Comrade Jiang Zemin grasped the major changes in both the internal and external situations and the development trends of new military reforms in the world with his great insights, put forward a series of new theories and approaches for the strengthening of national defense and military modernization, enriched and developed Mao Zedong's military thought and Deng Xiaoping's thinking on army building in the new period, founded the Jiang Zemin's thinking on national defense and army building and had achieved great results in leading the national defense and military modernization. Now, proceeding from carrying forward the cause of the Party pioneered by the predecessors and forging ahead into the future, from the long-term stability and prosperity of the country and from the long-haul army building, Comrade Jiang Zemin voluntarily submitted his proposal to resign from the post of Chairman of the Central Military Commission, which is a historical contribution to the realization of an institutional, standard and routinized old-to-new transfer and transition with regard to the top leadership of our Party, state and military, and is a sufficient reflection of his being thoughtful and farsighted for the development of the Party and the state, and of his exemplary conduct and nobility of character of a real Communist. 　　The editorial points out that Comrade Hu Jintao is the general secretary of the Party and president of the state, so it's natural and convincing for him to take over as the chairman of the Central Military Commission and he is absolutely qualified to be the chairman of the Central Military Commission. His succession is conducive to the long-term development of the cause of the Party and the military, to the stability and prosperity of the country in the long run, to the upholding of the fundamental principle and system of the Party's absolute leadership over the military, as well as to the building of a revolutionary, modernized and regularized people's army. In the end, the editorial stresses that it is extremely important to understand fully that Comrade Hu Jintao's succession as the chairman of the Central Military Commission is the correct decision made by the Party and that the adjustment and enlargement of the Commission's members are in favor of the formation of a more scientifically and rationally structured Central Military Commission and the speed-up of the military changes with Chinese characteristics and preparations for military struggles. The PLA must firmly support the decision of the Plenum, defend the authorities of the Central Committee of the Party, the Central Military Commission and Chairman Hu Jintao, and obey resolutely the command of the Central Committee of the Party, the Central Military Commission and Chairman Hu Jintao. We have full confidence that Comrade Hu Jintao will be highly competent to lead the PLA to press forward and build it into a revolutionary, modernized and regularized people's army. 　　(September 22, PLA Daily)
