PLA Daily 2004-10-22

　　The PLA Daily carried a commentator's article on Oct. 22, which pointed out that the most fundamental aspect in the in-depth study and implementation of the spirit of the Fourth Plenum of the 16th Central Committee of the CPC and that of the enlarged conference of the Central Military Commission for the People's Liberation Army is to consistently uphold the fundamental principle and system of the absolute leadership of the CPC over the army, and ensure that the army should do as the Party says, follow the Party and obey the Party's command all the time.

　　The article further pointed out that the key link in consistently upholding the absolute leadership of the CPC over the army lies in grasping the Party building in the army. We should take the important thought of "Three Represents" as the guiding principle, enhance and improve the Party building in the army in terms of ideology, organization, style of work and system in an all-round way, build up the creativity, cohesiveness and combat effectiveness of the Party organizations at all levels continuously, and put into full play the nucleus leading role of the Party committee, the role of the Party branch as the "fighting bastions" and the exemplary vanguard role of the Party members.
