In the process of military changes, the significance of military potential
is decreasing. Military confrontation is tending to be battle of quick decision
and the time for transforming potential to strength is shortening.
At the same time, the significance of strength is ri
sing. Of all the
factors that make up the military strength, the capability of fighting is
crucial. If the overall strength is enormous while the disposable strength is
little, there is no capability of fighting. The core of strength building lies
in the building of disposal strength. Similar as cure an illness with medicine,
it is not the more expensive the better. The key here is to give the right
prescription for the illness. It is the same for the building of the army and
national defense. The key of it is to take proper action. So we need to find out
what kind of warfare we will get involved and with whom, where the war will take
place and how to fight it.
New military change is a sustained process. The 21st Century is a century
with constant changes and a century of military changes. Therefore, the key to
revolution in military affairs is not technology, but an innovative system and
mechanism, and the ability of getting adapted to the changing organization and
environment. It is exactly because change is a constantly developing process,
that’s why stability in military field is getting lesser and lesser and it will
not do for the army to dream of sticking for years to the same stability
obtained through one reform.
