Protecting "primary resource" is to protect battle effectiveness

  In succession to security of territory, economy and information, talent security has become the focus of people in the 21st century. The key of talent security is to prevent brain drainage. Today, as the globalization deepens, the scramble for resources among various countries has quickly spread from raw material, technology to brain. Those who can attract more talent people will seize the strategic initiative in the new upsurge of international competition.

  "Talent is the primary resource". In recent years, especially since China's accession to the World Trade Organization, news that some important talents have been acquired by foreign companies have been told one after another. Some of them have joined transnational giants such as Motorola and Microsoft. Although some talents worked abroad have returned, the number is too small to compare with the brain drainage. Deputies to the NPC from the military scientific and technological research and development field believed that in the talent competition with the developed countries, China was in a vulnerable position. It was a pressing matter of the moment to protect the "primary resource".  

  A famous French ideologist once said, "If France suddenly loses 50 outstanding physicists, 50 outstanding chemists, 50 excellent poets, 50 outstanding strategists and civilian engineers, … France will immediately become a corpse without soul." Lenin had high opinions of the words and praised it "wisdom". The hypothesis of the ideologist vividly explained the profound meaning of talent to a nation.

  It is important to have talent, especially talent with high quality, for each region, enterprise or department, the army in particular. As said of some NPC deputies, "If the brain drainage of an enterprise means decreasing of competitiveness in the market, the brain drainage of the army means the weakening of the strength of national defense, and decreasing of cohesion and battle effectiveness of the forces." This is by no means to raise a false alarm.

  Talent is the foundation of government affairs. In the history of human being, there are no ages as today with such an earnest demanding on talent, nor there wis any age as today with such a fierce scramble for talent. It is the foundation for the Chinese to rejuvenate the country and strengthen the army by fostering talent, giving opportunities to people to give full play to their talents, protecting the "primary resource" and attracting talent.
