　　The scientific outlook on development brought forward by the Central Committee of the CPC is an important guiding ideology that we should always stick to in building a well-off society in an all-round way and in our modernization drive, it is also an important guideline for the army to build itself into a more revolutionary, modernized and regularized army. Thus in order to earnestly fulfill its historic mission in the new century and new period, the army must persistently implement the scientific outlook on development in the national defense and army building. 　　

　　The great cause of building socialism with Chinese characteristics is a grand systematic engineering covering wide scopes, of which national defense and modernization drive of the army is an important component. To guide overall economic and social development by a scientific outlook on development, national defense and army building is undoubtedly included. Currently, our army is at a new historical development stage and faced with the challenges of stepping up overall transformation from mechanization and semi-mechanization to informationization. In accomplishing the heavy tasks of reform, building and development, many contradictions need to be properly resolved, many structures need to be properly readjusted, many relations need to be properly straightened out, and many work need to be arranged in a comprehensive way. Thus only by guiding the national defense and army building with the scientific outlook on development, can we make overall plans for our building in various fields, coordinate well various aspects of our work, bring the initiative of various sectors into full play and enhance in a comprehensive way the armed force's combat effectiveness to fulfill the historic mission of the army in the new century and new period.

　　To coordinate well the relations between the national defense building and economic development is the inevitable requirement for implementing the scientific outlook on development. To implement the scientific outlook on development in national defense and army building, the first and foremost is to stick to the guideline of coordinated development between the national defense and economic development put forward by the 16th National Congress of the CPC, correctly understand and grasp the relations between the national defense and economic development. Putting all our efforts into developing the economy so as to constantly build up our economic strength is the important prerequisite and material base for solving all our problems, including national defense and army building. Only by developing economy, can we realize the constant development of national defense and modernization of the army. At the same time national defense strength is an important part of the overall national strength, and powerful and solid national defense is an important guarantee for national security and economic development. We must promote national defense and army modernization drive as an import strategic mission of the socialist modernization drive from the overall height of building a well-off society in an all-round way. The army should subordinate it to and serve the overall interest of national economic development, and work under the overall situation. Efforts must be made to integrate national defense and army building into the overall plan of socialist modernization drive to earnestly promote the national defense and modernization drive of the army by relying on the national economic development so as to enable the national defense and economic development to support each other and develop coordinately together.
