Redouble efforts to strengthen the ranks of reserve service officers according to law

  The Law of the People's Republic of China on Officers in Reserve Service is an important law for improving and perfecting the system of the military officers in reserve service and the structure of the national armed forces and for strengthening the construction of reserve force for national defense. Under the leadership of the Party Central Committee, the State Council and the Central Military Commission, and supported by the joint efforts made by various levels both in the military and the local authorities, various laws and regulations have been effectively implemented in the past 10 years since its promulgation and implementation. As a result, the strength of the military officers in reserve service has been beefed up considerably, the overall quality has been upgraded significantly and the structure has been gradually optimized. The broad military officers in reserve service have been discharging their duties with the best they can and playing an extremely vital role in maintaining the national security and stability, in strengthening preparation for military struggle, in executing the strategy of establishing a leaner but better army with Chinese characteristics, in promoting economic construction and in shaping up a harmonious society.

  In the new stage of the new century, extra effort must be put into the construction of the ranks of military officers in reserve service on the basis of law if the new historical mission for the military is to be successfully implemented and the objectives of building an information-oriented armed forces and wining the information warfare are to be reached. We must put the overall situation of national defense and army building above everything else, keep our eyes on the requirements of national defense and the preparation for military struggle and redouble our efforts to forge a contingent of military officers in reserve service featuring politically dependable, better in quality, appropriate in size, rational in structure, scientific in management and rapid in mobilization.

  To strengthening the construction of the ranks of military officers in reserve service with an outreach effort and on the basis of law, we must stick to the principle of being guided by Deng Xiaoping Theory and the important thought of "Three Represents", seriously implement the concept of scientific development, highlight the focus of boosting the ability of winning the future war and strictly put into effect various laws and regulations.
