　　While the whole Party is deepening the education on maintaining the advanced nature of the Party members and making greater efforts to enhance the building of the progressiveness of the Party, we have welcomed in the 84th birthday of the Communist Party of China.

　　The Communist Party of China has all along been attaching great importance to maintaining the progressiveness of the Party and placing the building of the progressiveness of the Party in the spotlight ever since it came into being. Thanks to the meticulous arrangement of the Party Central Committee and the exemplary role played by the leaders of the Party Central Committee, the education on maintaining the advanced nature of the Party members has achieved notable results featuring the Party members' consciousness of progressiveness being further cemented and the progressiveness building of the Party organizations further enhanced. As a result, the reform and opening up and the cause of modernization construction have been effectively boosted and valuable experience for strengthening and improving the Party building in the new period have been accumulated. Practice has proved that progressiveness is the core and soul of the Party building and also in which lies the life and strength of a Marxist Party. Laying hold of the progressiveness building means taking hold of the essence of the Party building and the grasping of the key factor of strengthening the building of improving the governing capability and consolidating the ruling position of the Party. Strengthening the progressiveness building was, is and will remain the basic building for the existence, development and growth of the Party.

　　Making greater efforts to strengthen the progressiveness building is to take great pains to do a good job in improving the ability of the Party organizations in the army and to give impetus to various work with preparation for military struggle as the priority. The prominent place should always be given to the improvement of capability in the progressiveness building of Party in the army under the new situation. First-rate quality and capability are the supports for Party organizations at all levels and broad Party members to carry out their responsibilities and missions and to maintain their progressiveness. The improvement of quality and capability must be centered on the central task, serious effort must be made to solve outstanding problems that are incompliance with the implementation of the new mission and are not in keeping with the requirements of the important thought of "Three Represents", the requirements of progressiveness must be put into effect and reflected in all aspects such as the thinking, organization, style of work and institution building, etc. and constant efforts must be made to enhance the creative power, the cohesive force and the combat effectiveness.
