Deputy Sui Shengwu: To build the PLA into a powerful, modernized,
regularized and revolutionary army is a strategic issue of overall importance
that has a bearing on improving the army's combat effectiveness, on its
development capability and on its capability to safeguard national security and
reunification.
Deputy Zhan Yongsheng: Adhering to the Party's absolute leadership over the
army is a fundamental guarantee for the army to maintain the nature and tenet of
a people's army and a primary issue to ensure the correct direction of army
building. Therefore, no ambiguity and infirmness is allowed at any time.
Deputy Chen Dazhi: The army's historical mission in the new century and new
stage can only be effectively implemented through further enhancing the army's
modernization construction and improving with great endeavor the overall defense
operaional capabilities under the condition of informationization.
Deputy Mao Fengming: Great attention must be paid to independent innovation
in the development of armaments, equipment and the science and technology for
national defense. Efforts of the army and even the whole country should be
pooled together to tackle the key projects and core technologies with the army's
own brand.
Deputy Tian Shugen: The system of military laws and regulations that
reflect the army's nature and fine traditions should be constantly perfected and
the regularization construction of the army should be further boosted in line
with the requirements of adapting to the development of a socialist economy.
Deputy Chen Shijun: To lead the troops according to laws is a requirement
of a regularized army and likewise an important benchmark for measuring the
level of civilization and political quality of the army.
