The PLA Daily carries an editorial today warmly congratulating on the
successful closing of the 4th Session of the 10th National
People's Congress (NPC) and the 4th Session of the 10th
Chinese People's Political Consultative Conference (CPPCC).
The editorial reads the NPC & CPPCC sessions are the important
conferences held at the crucial time of China's entry into the 11th
Five-Year Plan period. Chairman Hu Jintao participated in the plenary meeting of
the PLA delegation and made an important speech, in which he has pointed out a
clear direction of carrying out and putting into effect the scientific outlook
on development and making effort in creating a new situation for the building of
national defense and the army. The officers and men of the army and the Armed
Police Force should earnestly study, comprehend and resolutely carry out the
essence of Chairman Hu's important speech, further enhance the senses of
responsibility and urgency, further heighten the awareness of unexpected
development,implement the army's historical missions in the new century and new
stage in a down-to-earth manner, and promote faster and better development of
the national defense and army building.
It is a must to firmly form the belief of taking the scientific outlook on
development as the guideline for strengthening the national defense and army
building in order to promote faster and better development of the national
defense and army building.The scientific outlook on development must be
conscientiously carried out and put into practice in every sector and in the
whole process of the national defense construction and army building. Efforts
must be made to meet the requirements of building China into a
innovation-oriented country, to promote energetically innovation in military
areas,to further carry on the strategy of building a strong military by relying
on science and technology and speed up the change of combat power generation
mode, with the focus on the objective of building an informationalized army and
winning the war under informationization conditions. We must persevere in firmly
relying on the whole Party,the entire nation and the people of all nationalities
as well as on all the officers and men to bring into play the
enthusiasm,initiative and creativity of all circles and to pool the intelligence
and efforts of various sectors.
The grand targets of the 11th
Five-Year Plan make us feel greatly encouraged and the magnificent
future of the China's development is calling our efforts. Let us unite ever
more tightly around the Central Committee with Comrade Hu Jintao as General Secretary,
hold high the great banner of Deng Xiaoping's Theory and the important thought
of "Three Represents",implement Jiang Zemin's thinking on the national defense
and army building in a deep-going way, stick to taking the scientific outlook on
development as the important guideline for the building of the national defense
and the army, speed up to promote the military changes with Chinese
characteristics,step up the all-round construction of the army, intensify the
work of making good preparation for military struggles,implement the sacred
duties well to safeguard the national sovereignty,the national reunification,
the territorial integrity and security,and make greater contributions to
safeguarding the important strategic opportunity for our national development
and to realizing the targets of building a well-off society in an all-round way.
