　　The PLA Daily carries an editorial today entitled "Basic regulations on military work and headquarters building under informationalization conditions". The editorial states that the Headquarters Regulations of the PLA approved by the Central Military Commission and signed into statute by Chairman Hu Jintao is the basic regulations for the army's military work and the fundamental basis for the headquarters work and building at various levels. To earnestly study and implement the new regulations is of great and profound significance to enhancing the headquarters work and building, to doing well in various military work, and to boosting the preparation for military struggles and the military changes with Chinese characteristics.

　　Headquarters is the leading body of the military work and the command organ of the leading cadres and hence the commanding center of the army. The level of competence of the headquarters will have an immediate bearing on the effect of army building. The compilation and revision of a new statute for the headquarters building is a realistic step taken to put into effect the scientific outlook on development in the military work sector in order to conform to the new situation, tasks and demands, and an important move to implement the new military strategic principle for the new period and to boost the preparation for military struggles so as to go along with the trend of information development and to meet the objective needs for military changes with Chinese characteristics, and is likewise an internal demand for fitting in with the structural realignment and reform of the Chinese military. The promulgation and implementation of the new regulations fully embody the great attention and concern of the Central Military Commission and Chairman Hu Jintao to the headquarters work and building of the army.

　　The key to implement the regulations is to be truth seeking and pragmatic. We should focus closely on the central task of the army, combine the study and implementation of the Regulations with the implementation of Chairman Hu's remarks delivered at the plenary meeting of the PLA Delegation attending the 4^th Session of the 10^th NPC, with the study and implementation of the spirit of the 16^th National Congress of the Communist Party of China and the 3^rd, 4^th, 5^th sessions of the 16^th Central Committee of the CPC, and with the various military work with military struggle preparation as the driving force, carry out in real earnest the guidelines and principles laid down by the Central Military Commission and Chairman Hu, and push forward the development of national defense and army building in a faster and better way.
