The combat effectiveness creation system with operation lab as the pivot
sprang from the times of vigorous trend stretching from the 18th century to the
19th century when the modern science and technology loomed and developed. Riding
on the breakthrough in modern science and technology, the bourgeoisie countries
represented by the UK seized the opportunity and introduced scientific
experiments into mechanized military revolution, setting the stage for the birth
of the operation lab and the operation simulation lab as required by the times.
The scientific and standard principles and methods derived from the integrated
creation on the strength of science and art in the simulation lab were promoted
and applied throughout the armed forces.
As of today, the building of operation lab is getting increasingly matured.
An operation lab is no longer a sheer technical lab but an entity that
underlines all the more blazing new trails in generating combat effectiveness,
focuses on new concept and new thinking, serves the decision-making of the
higher authorities, and offers authentic advice to scientific decision-making.
Its characters are reduced into four: The first is that it is small in size but
serves the purpose well. An operation lab equates a standing team that matches a
"spark" which can generate the force of a prairie fire. The second is that its
means are synthetic. An operation lab is established not based on disciplines,
but on missions. It'll apply all possible means including computer science,
mathematics, mechanics, physics, chemistry, biology, physiology, and what not,
on its research and arguments. It is based not only on science and technology,
but also on omnibus, cross and comprehensive analysis of the political,
economic, military, and international situations. The third is its scientific
standard. An operation lab does not dance to the tune of the higher authorities
and will not rest on the established experience in books but only on reality,
and regards scientific facts as the only criterion. The fourth is its elastic
decision-making. In other words, it is not after optimum, but strives for
satisfaction.
