The PLA Daily marked the 79th anniversary of the founding of the People's Liberation Army by carrying an editorial entitled "Forging ahead under the guidance of the scientific outlook on development" today.

　　The editorial reads that the People's Liberation Army ushered in its 79th anniversary on the occasion of commemorating the 70th anniversary of the victory of the Red Army's Long March. The editorial states that the 79 years of the people's army are the ones marked with dauntless fighting for the cause of people's liberation, national independence and making the country strong and prosperous, with the meritorious service of faithful implementation of its sacred mission, and with monumental accomplishments and brilliant chapters in the history. Presently, under the correct leadership of the Central Committee of the Communist Party of China and the Central Military Commission, all troop units of the army are holding high the great banner of Deng Xiaoping Theory and the important thought of "Three Represents", all-roundly carrying out and putting into effect the scientific outlook on development, focusing on implementing the historical mission of the army in the new stage of the new century, and energetically promoting the military changes with Chinese characteristics. As a result, the national defense and army building has taken on an aspect of integral advancement and coordinated development. Practice has proved that the scientific outlook on development is not only the guideline of promoting all-round development of socialist economic construction, political construction, cultural development and social development, but also the important guideline of strengthening the national defense and army building as well as the way of directing military affairs and beefing up the army.

　　The army building is experiencing a speed-gathering transformation from mechanization and semi-mechanization to informationalization in the new stage of the new century. Only by putting the national defense and army building on the track of scientific development, grasping the development opportunity, updating the concept of development, innovating the development mode, upgrading the development quality, and solving the difficulties in development, can we adapt to the new situation, accomplish new tasks, execute new mission and boost the better and faster development of the national defense and army building.
