Today's PLA Daily carries on its front page a New Year editorial entitled
"Greet the successful convention of the 17th National Congress of the Communist
Party of China (CPC) with Brilliant Exploits of Implementing the Scientific
Outlook on Development".
The editorial states that 2007 will be marked as a year of extremely
importance in the course of development of the Party and the country, and
likewise a crucial year in national defense and army building. The CPC will call
the 17th National Congress; the construction of a harmonious socialist society
in China will press onward in an all-round way; there will exist arduous tasks
in the preparation for military struggle; and the Chinese People's Liberation
Army will usher in the 80th anniversary of its founding. The new situation and
new missions have set new and even higher demands on army building.
The editorial points out that the most important thing for greeting the
17th National Congress of the CPC with brilliant exploits rests with further
unifying the thinking of the officers and men of the entire army, cohering the
willpower of the troops, and planning and promoting various constructions and
reforms of the army with the scientific outlook on development. It is imperative
to keep on doing a good job in the education on the historical mission of the
army, on the ideal and faith, on the fighting spirit and on the socialist
concept of honors and disgraces, make earnest and great efforts to do well in
the thematic education of "paying tribute to new achievements, fulfilling the
new missions, and greeting the 17th National Congress of the CPC", permeating
various educations with the shaping up of the socialist core value system, and
further firming up the officers' and men's belief in Marxism and in socialism
with Chinese characteristics, and their confidence in the drive of reform,
opening up and socialist modernization, as well as their faith in the Central
Committee of the CPC with Comrade Hu Jintao as the general secretary.
The editorial further reads that a must for the army to greet the 17th
National Congress of the CPC with brilliant exploits is to bear in mind firmly
the historical missions of the army and promote a better and faster development
of various constructions with the preparation for military struggles as the
leading one. It is necessary to stick to the standards of fighting actual war
and being capable of winning, and make them the essential benchmarks for
measuring the preparation for military struggles so as to see to it that the
troops are on the ready, can stand up to and are capable of winning at any time.
Military training should be truly put on the strategic position, be adapted to
meeting the requirements of operations under informationalization conditions,
focus on lifting the capability of fighting joint operations involving various
services and arms. The army should make great efforts in military trainings,
boost the innovative development of military training, and strain every effort
to realize the transformation of military training from the training under
mechanized conditions to that under informationalized conditions.
The editorial underlines in the end that great efforts must be made to
strengthen the work style building in order to greet the 17th National Congress
of the CPC with brilliant exploits. Leaders at all levels, especially the
middle-level and senior cadres, should always bear in mind firmly the tenets of
serving the people wholeheartedly, and stick to building the Party to serve the
public interest and running the government for the benefit of the people,
redouble their efforts to carry forward the scientific spirit of being pragmatic
and truth-seeking, further straighten the guiding ideology for work, transform
in real earnest the guiding mode of work, make sure that various kinds of work
are carried out so as to make the army provide powerful and authentic security
assurances for the all-round building of a moderately prosperous society and the
shaping up of a harmonious socialist society.
