Adjustment and reform of primary militia organization deepen

  It's learned recently from the Mobilization Department of the PLA General Staff Headquarters that the adjustment and reform of China's primary militia organizations are unfolding progressively.

  To implement the instructions of the State Council and the Central Military Commission on the building and development of the reserve forces for national defense in the 11th Five-Year Plan period, the General Staff Headquarters issued the "Opinions on Adjusting the Militia Organizations" in the second half of 2006. The Opinions stated that efforts must be made to boost the transition of the primary militia from being primarily the reserve force to one being able to carry out tasks in organic unit, and from primarily providing support to a single service operations to that providing support to joint operations involving various services and arms.

  Based on the missions undertaken by the primary militia, they will be grouped into operational units, logistics support units, emergency units and other units. The operational units will consist of air defense teams, information warfare teams, maritime operation teams and frontier and coastal defense teams, while the service support units will consist of Navy service support teams, Air Force service support teams and Second Artillery service support teams. This move shows that the militia building is closely related to the transformation of the army and will be gradually transformed into reserve force for all the three services.
