Recently, the Ministry of Civil Affairs and the General Political Department of the PLA jointly issued the Measures on the Hand-over-and-Take-over Work for Transferring the Retired Military Officers to the Local Government for Placement which is the first military administrative regulations that systematically standardizes the hand-over-and-take-over work for transferring the retired military officers to the local government for placement.

　　The Measures embraces various aspects of the hand-over-and-take-over work for transferring the retired military officers to the government for placement and offers the basic regulations for the military and civilian resettlement departments to go by when doing the work of hand-over-and-take-over and placement. It stipulates that the Ministry of Civil Affairs and the General Political Department of the PLA are responsible for organizing and exercising leadership over the hand-over-and-take-over work for transferring the retired military officers to the local government for placement, while leaving the implementation of the work to the resettlement departments of the local government of every province, autonomous region and municipality directly under the Central Government and to the personnel departments at the level of military area command.
