Today the 5^th Session of the 10^th National People's Congress is solemnly inaugurated in Beijing, while the 5^th Session of the 10^th National Committee of the Chinese People's Political Consultative Conference was also opened two days earlier. The broad officers and men of the PLA and the Armed Police Force sincerely extend their warm congratulations on the convening of the NPC and CPPCC annual sessions.

　　This year's "two sessions" are the last ones for both the 10^th National People's Congress and the 10^th National Committee of the Chinese People's Political Consultative Conference, and likewise important ones held under the new situation. Apart from the prescribed items on the agenda, the draft property law and the draft enterprise income tax law, the draft decision on the quota and election of deputies to the 11^th National People's Congress, the draft method for the selection of deputies in the Hong Kong Special Administrative Region to the 11^th National People's Congress, and the draft method for the selection of deputies in the Macao Special Administrative Region to the 11^th National People's Congress will also be deliberated.

　　As the national economy and the society develop, the national defense and army building achieved conspicuous achievements too last year: The PLA and the Armed Police Force, holding high the great banners of Deng Xiaoping Theory and the important thought of "Three Represents" and sticking to the important guiding principle of scientific outlook on development, have faithfully implemented their functions and missions. The ideological and political construction has been further enhanced, the preparation for military struggle has progressed steadily, the logistics building and reform have been deepened constantly, the weaponry and armaments development and scientific research for national defense have gained novel grounds, the efforts on military training have been significantly strengthened, the management and education work has been intensified, the all-round grass-roots building has gained fresh headways, the military theory study has borne fresh fruits, and a good start of the army building in the 11^th Five-Year Plan period has been realized .

　　The year of 2007 stands for an extremely vital year in the course of development of the Party and the state. In 2007, the 17^th National Congress of the Communist Party of China with historical significance will be held, and the building of a harmonious socialist society will be all-roundly pushed forward. Carrying with them the wills and trusts of the 1.3 billion Chinese people, the deputies and the delegates of the two sessions will surly fulfill their sacred duties and missions endowed on them by the Constitution and law, pool their wisdom and efforts, contribute their ideas and suggestions to make the NPC and CPPCC sessions democratic, united, truth-seeking, harmonious and invigorating sessions.
