Yesterday, Guo Boxiong, vice chairman of the Central Military Commission,
met in Urumqi with Senior General Mukhtar Altynbayev, first deputy defense
minister and chairman of the joint chiefs of staff of the armed forces of the
Republic of Kazakhstan, Major General Boris Ugai, first deputy defense minister
and chief of general staff of the armed forces of Kyrgyz Republic, Senior
General Yury Baluyevsky, first deputy defense minister and chief of general
staff of the armed forces of Russian Federation, Lieutenant General Ramil
Nadirov, first deputy defense minister and chief of general staff of the armed
forces of the Republic of Tajikistan, and Major General Usmonbekov, deputy chief
of the joint chiefs of staff of the National Defense Ministry of the Republic of
Uzbekistan, who had come to China to participate in the strategic consultation
of chiefs of general staff of the armed forces of the member states of the
Shanghai Cooperation Organization(SCO).
Guo Boxiong extended warm welcome to chiefs of general staff of the armed
forces of the five countries. He said that the SCO has now blossomed into an
important, new-type regional international organization and is playing more and
more important role in maintaining regional security and stability and promoting
regional development and prosperity.
Guo Boxiong indicated that China regards Russia and the Central Asian
countries as her good neighbors, good friends and good partners. The Chinese
side will develop good neighborly and cooperative relations with them on the
basis of mutual respect, equal consultation, mutual benefit and win-win,and make
constant efforts to push for lasting peace and common prosperity in the region.
He also briefed his guests on China's views on the international and
regional security situations and wished the exercise complete success.
On behalf of the chiefs of general staff of the armed forces of the SCO
member states, Senior General Yury Baluyevsky expressed thanks to Guo Boxiong
for finding time to meet them. He said that the defense and security cooperation
within the SCO framework is in conformity with the "Shanghai Spirit", the
Chapter of the United Nations as well as generally recognized principles of
international law. He expressed his confidence that the joint anti-terror
military exercise of the armed forces of the six SCO member states will be
crowned with success.
Liang Guanglie, member of the Central Military Commission and chief of
general staff of the PLA, Xu Qiliang, deputy chief of general staff of the PLA,
Commander Wang Guosheng and Political Commissar Yu Linxiang of the Lanzhou
Military Area Command, and principal members of the delegations of other five
SCO member states were present at the meeting.
