Xu Caihou, member of the Political Bureau of the CPC Central Committee and vice chairman of the Central Military Commission, stressed when making an inspection tour in the troop units stationed in Zhejiang and Fujian Provinces that the PLA should take down-to-earth and effective measures to implement the essence of the 17th CPC National Congress in every aspect of the army building and the preparation for military struggle, and do a better job in performing the historical mission entrusted to the PLA by the Party and the people.

　　During the tour, Xu Caihou came to the troop units subordinated to the East China Sea Fleet of the PLA Navy and the Nanjing Military Area Command where he was debriefed on the study and implementation of the essence of the 17th CPC National Congress and the situation of enhancing the all-round construction of the troops in each of the unit. He also went down to the training fields, study rooms, dining halls, the sailors' cabins in the ships or submarines and dormitories of the squads, platoons and companies to hold cordial talks with grassroots officers and men, and inspect the training, work, study and living conditions of the officers and men.

　　Liu Yongzhi, deputy director of the General Political Department of the PLA, was in the company during the tour.
