In the past six years, the Research, Development and Procurement Department
for the Army Armaments of the General Armaments Department (GAD) of the PLA has
actively carried out qualification review for manufacturing units and
implemented market access system for military products. Up to now it has totally
carried out qualification review over 460 enterprises, laying a firm foundation
for innovating procurement modes, fostering military products markets and
breaking industrial monopolies.
First, it invites integrated bidding for key armaments. In
the procurement of a certain type of armament, it broke traditional industrial
boundary to invite space, weaponry, defense and shipping industrial enterprises
to take part in the bidding. And it selected several qualified manufacturing
units through competitive bidding, which shortened the cycle of armament
development and production from 45 months to 36 months and reduced total
procurement expenditure by more than 10 million yuan.
Second, it introduces competitive mechanism in support equipment
procurement. As wheeled maintenance and repair engineering vehicles are
simple in technique and production of these vehicles were concentrated in the
same period of time, the department finally chose seven good-quality
manufacturers from among over 30 industrial enterprises and institutions to
undertake the task, so as to achieve the goal of good quality and good price.
Last but not the least, it adopts competitive procurement of
civilian equipment for military use. Currently, military-civilian
dual-purpose equipment takes up a large proportion of engineering equipment and
general-purpose vehicles of the army to be procured. In the past few years, by
adopting several different procurement modes to purchase 31 types of
military-civilian dual-purpose equipment, this department has saved 177 million
yuan of equipment procurement expenditure.
