In order to solve water deficiency problem, the military sub-command has organized militia to build more than 2,000 kilometers of water channels, 3,100 reservoirs and more than 500 water wells, which have provided reliable support for bumper harvest of crops every year.

In addition, by replying on militia training bases in various counties (cities and districts), the military sub-command has also run professional training courses for farmers, such as computer science, household service and finance and economics to foster "skill-enabled and science-oriented farmers" in cooperation with 15 vocational schools.
