The PLA Daily published an
article entitled "Jiang Zemin's Innovative Development of Deng Xiaoping's
Thinking on Army Building in the New Period" on Aug. 26, 2004. The article
says that ever since Jiang Zemin takes charge of the work of the Central
Military Commission, he has applied, in the practice of leading the work
of national defense and army building, successfully the stand, viewpoint
and method of Deng Xiaoping's thinking on army building in the new period
to approaching the new situation and new problems in national defense and
army building, and put forward a series of new thinking, new viewpoint and
new thesis in this regard. By doing so, he has developed his own thinking
on national defense and army building, and added new contents to the
treasure-house of the Marxist military theory.
The article has
elaborated Jiang Zemin's innovative development of Deng Xiaoping's
thinking on army building in the new period in the following four aspects:
With an eye on the new changes of the international security strategy and
situation, new understanding has been gained on the characteristics and
rules of the war and peace of the contemporary world; with a deeper
insight of the development trend of the revolution in military affairs in
the world, new understanding on the characteristics and rules of modern
war has been gained; taking into consideration of the new situation
featuring constant and speedy development of modernization construction of
the country, new understanding has been achieved on the traits and rules
of preparation for military struggles in the information times; and
keeping in mind the new requirements for our army to carry out its
function and mission, new understanding has been established on the
characteristics and rules of national defense and army building.
At the end, the article points out
that Jiang Zemin's thinking on national defense and army building is an
innovative development on the basis of Deng Xiaoping's thinking on army
building in the new period. Jiang Zemin's thinking has scientifically
answered a host of questions, such as what kind of army we should build,
how to build the army, what wars we should fight in the future and how to
win in the wars under the new historical conditions. It is therefore a
scientific guidance for our country's national defense construction, army
building and preparation for military struggles in the new century.
