The Central Military Commission recently promulgated the Plan for the Implementation of Strategic Project of Military Talent, which has mapped out the overall plan for the cultivation of military talents in the next decade or two. It was an important strategic measure for carrying out Jiang Zemin's thinking on national defense and army building, and speeding up our military modernization. The plan will accelerate large-scale talents cultivation and cadre quality improvement of the army, push forward military changes with Chinese characteristics, and bring about leapfrog development in the military modernization.

　　Now the development of world new military changes takes on an accelerating trend, our military talents cultivation must make big progress. The purpose of this plan is to establish clear objectives and effective measures for our military talents cultivation. The objective and measures set by the plan are worked out on the basis of comprehensive analysis and repeated research of various factors. To cultivate a large number of new-type high-caliber military talents, we must strive to create a good talent cultivation setup, featured by relying on education and training by the military colleges and schools as well as civilian colleges and schools, joining basic education with continuing education, combining college education with army cultivation, and complementing cultivation in the army with training outside the army. More investment should be devoted to talents cultivation, and more favorable measures should be taken to attract and keep talents so that first-rate talents will enjoy first-rate treatment. We should put the right person in the right place so that everyone will bring his talents into full play. Only in this way, can we enjoy abundant talents in various fields, and bring about historical progress of overal level of our military talents cultivation.
