CPPCC members from armed forces actively make proposals on army building

  “The water supply problem for Gandan Temple in Tibet will soon be solved!” Li Guo'an, a member of the 3rd Session of the 10th CPPCC, told the reporter in delight: “I submitted the investigation report to the CPPCC last August, and I didn't expect this problem could have been solved in such a short time.” Many other deputies from the army shared the same feeling with Li Guo'an.

  In the one year since the 2nd Session of the 10th CPPCC, members from military  have actively played their role in political consultation, democratic supervision and participation in and deliberation of state affairs and put forward many valuable opinions and proposals on a number of important issues concerning the national economy and the people's livelihood. Some of their proposals have been transferred by the central government leaders to the related departments for implementation, and some of their opinions have been incorporated into the papers of the central government. Thus they have made new contributions to the national and military construction and development.

  Proposals are the most direct and effective way for the CPPCC members to perform their function. According to the working staff of the special invite team from the army, members from military  have been very active in making proposals in the past year; they have submitted a total of 145 proposals, and the central government organs and the local government departments have adopted 82 of them. So in comparison to the previous years, the past year has witnessed the greatest number of proposals received, the greatest number of proposal adopted. In addition the quality of the proposals have also seen new improvement. During the 2nd Session of the 10th CPPCC, Guo Dongya and other 35 members submitted proposals on six aspects, such as national defense education, cultivation of NCO contingent, safeguarding of servicemen's rights and interests and so forth, and all of them have been greatly valued by the related departments of the PLA four general headquarters/departments.
