Barracks are linked with state affairs

the Spring tide of the “two Conferences” (i.e. the National People's Congress
and the Chinese Political Consultative Conference), military barracks are taking
on a new outlook. Shortly after the conclusion of the title-conferring ceremony
of new recruits in a regiment of the Shenyang Military Area Command on Feb. 27,
Shi Zhenpeng, a new recruit, was found busily taking photos in his new winter
uniform. He said proudly: “The new uniform is stiff and smooth, anti-static,
anti-fuzz and can be washed by the washing machine. Therefore, it suits our
grassroots soldiers greatly.” Early from last December, soldiers in the PLA
began to change new uniforms, which involves a total of nine categories, 22
types, and is the 10th of such activity since the founding of the People's
Republic of China. Zhou Guotai, academician of the Chinese Academy of
Engineering and president of the Quartermaster Equipment Research Institute of
the General Logistics Department of the PLA said excitedly: “That all officers
and men in the PLA are issued woolen-fabrics imitation military uniforms is an
indication that the economic strength of China is indeed getting tremendous.”
The continuous enhancement of the
comprehensive national strength of China has brought great changes to the army.
Last year, Li Zhongguo, a regiment-level cadre of a unit garrisoned in Tibet and
who had worked hard on the snowy plateau for more than 20 years, got an
apartment in Changcheng Garden of Chengdu City. With the construction of 58
residential areas of economically-affordable houses in the cities of Kunming,
Chongqing, Chengdu and Guiyang, nearly 10,000 cadres worked in the remote and
arduous areas of the Chengdu Military Area Command have got their own houses.
Five ministries and commissions of the state and the General Logistics
Department of the PLA jointly issued a document in January 2004 to promote the
housing policy for military cadres, saying that the construction of houses for
military cadres will be “controlled by the relevant governmental departments,
coordinated by the military units, constructed by the development enterprises
and bought by servicemen on voluntary basis. As a result, the supply of military
housing has been monetized, merchandized and socialized.
While showing concern about what
happens around them, they always keep in heart about what is going on throughout
the country. By looking at the new changes happening to their uniforms, food and
living quarters, officers and men have felt in their heart the advantage of
“mutual promotion and coordinated development” of national defense construction
and economic construction. After discussing about the great changes in combat
and commanding methods, development of armaments and equipment, improvement of
cultural and living facilities, grassroots soldiers are becoming more confident
that the more powerful the comprehensive national strength becomes, the more
pleasant news will the barracks get. They have been paying close attention to
the progress and messages of the National People's Congress and the Chinese
People's Political Consultative Conference in the hope of hearing more inspiring
news.
