On the
table of Zhang Buwang, deputy to the NPC and political commissar of the Armed
Police Ningxia Contingent, there are several photos of the same sentry, some
were taken years ago and some were taken shortly before his departure for
Beijing to participate in the annual session of the NPC. These are the “images
of times” of the sentry---from the simple sentry in the past to the sentry tower
with advanced automatic monitoring device, which has in a way epitomized the
constant improvement of the Armed Police Force's ability to perform duty and to
response to emergencies.
On the morning of March 6, Zhang Buwang started his speech
from the photos when deliberating the Government Work Report: Premier Wen
pointed out in his “Government Work Report” that we must strengthen the building
of the Armed Police Force to boost its ability of duty-performance and
emergency-response.
Social stability is the cornerstone of a harmonious
society and is also the holy mission that the Party and people entrusted to the
Armed Police Force. As an NPC deputy from the Armed Police Force, Zhang once
proposed to strengthen the building of emergency response mechanism and
anti-terrorism legislation as well as the development of the Armed Police
maneuvering force. Zhang's proposals have all attracted the high-level attention
of related departments and some are in the argumentation procedure.
“Stability and orderliness are the key factors of a
socialist harmonious society. It's the unshirkable responsibility of the
officers and men of the Armed Police Force to stand guard for the cause of
shaping up a harmonious society”, said Zhang Buwang.
