Gangchuan, PLA deputy to the NPC, member of the Political Bureau of the Central
Committee of the CPC, vice chairman of the Central Military Commission, state
councilor and defense minister, emphasized at the panel discussion of the PLA
delegation attending the 3rd Session of the 10th NPC, that the PLA should carry
out the Party-wide education on maintaining the progressiveness of Party members
in a deep-going way, and become more conscious and determined in implementing
the important thought of “Three Represents” , so as to firmly establish the
guiding position of the important thought of “Three Represents” in army building
and provide ideological and political assurance for the army to perform its
historical missions. He also stressed that the PLA should speed up the military
changes with Chinese characteristics, strive to realize the leapfrog development
of its modernization drive and perform its historical mission still better. He
continued to say that the PLA should have a deep understanding of the essence of
the new global military changes and correctly grasp its development trend, and
unswervingly take informationalization as its development orientation and boost
its modernization drive in the light of the reality of the PLA. In his speech he
also laid stress on further boosting the PLA personnel training strategy in
order to bring up a large number of high-quality military personnel of a new
type. Finally he said that the PLA should also recognize the great importance of
being strict with itself in the new situation and strive to explore the
characteristics and laws of being strict with itself in the new period and bring
regularization drive of the PLA to a new level.
