Deputy Li Bixing proposes to improve military facilities protection

Bixing said at the first plenary meeting of the PLA delegation yesterday that,
the promulgation of the "Law of the PRC on Protecting Military Facilities" has
provided a legal basis for the maintenance and management of the national
defense projects. However as some of its clauses are couched in general terms,
thus they are rather difficult to be implemented. For instance, at present, the
contradiction between local economic development and protection of military
facilities has been rather prominent, and he made the following proposals for
the protection of military facilities: first, further segment and perfect the
laws and regulations on protection of military facilities; secondly, take
measures to enhance the awareness of the people on protection of military
facilities; thirdly, enhance the governmental behavior and legal behavior on
protection of military facilities; and fourthly, increase the intensity of law
enforcement, and correct and prevent damages of military facilities on the
pretext of economic construction.
