Deputy suggests increasing NCOs

speaking at the first plenary meeting of the PLA delegation, Deputy Qian
Nanzhong stated that the ratio of NCOs in the PLA is ill-adapted to the
requirements of informationization of the army and suggested that efforts should
be made to enhance the NCO recruiting reform. He said that with the reform of
the military service system, the total number of NCOs has increased and yet it
still cannot meet the actual requirements of the troops. He suggested to
increase the number of NCOs recruited directly from the civilian. Professional
NCOs in the fields such as driving, communication and computer can be directly
recruited from the technical personnel who graduated from civil senior
vocational schools and have worked on the corresponding posts for at least one
year. Such practice would be conducive to the forming of battle effectiveness of
the troops.
