Liao Xilong calls for a scientific approach for logistics development

Xilong, NPC deputy of the PLA, member of the Central Military Commission and
director of the General Logistics Department, spoke at the PLA delegation panel
discussion on the morning of Mar. 6, that logistics preparations for military
struggle should be made in a down-to-earth way so that various logistics work
would be able to withstand the test of real war and the history. To do this, he
said, we must first stick to the strategic objective of " building an
informationized logistics to provide a solid guarantee for winning an
informationized war", and speed up the transformation of the PLA from mechanized
and semi-mechanized logistics to informationization. Secondly, the PLA should
continue to deep, expand and coordinate the reform of its logistics system and
actively push forward readjustment and reform of logistics policy and system.
Thirdly, we should bring up a large number of high-quality logistics personnel
of a new type so as to provide a powerful human resources guarantee for the
reform of military logistics. Fourthly, we should guide the logistics support
work with scientific concept of development, and the direction and quantity of
the logistics resources' investment should be decided in a scientific way so as
to ensure all-round, coordinated and sustained development of the army. The last
but not the least, logistics management ways and methods should be improved,
logistics management be promoted along the legal line and logistics supplies be
standardized, and logistics management efficiency be constantly enhanced.
