NPC deputy Wang Mingsheng: creating a high-caliber talent group of space science and technology

　　How to forge a high-caliber talent group of space science and technology? Deputy Wang Mingsheng suggested at the second plenary meeting of the PLA delegation yesterday that active efforts should be made to explore the mechanism for fostering and recruiting high-caliber scientific and technological talents under market-oriented economy. The state education department, especially key universities and colleges, should take the special requirements of the army into account when they set up disciplines. Efforts should be made to create a favorable environment to attract and retain the high-caliber scientific and technological talents and provide wide development space for them.

　　NPC Deputy Sun Jianguo said at the second plenary meeting of the PLA delegation, that the enactment of the Anti-Secession Law was an important measure and strategic decision made by the Central Committee of the CPC from the high plane of the overall situation and strategic requirement. He said efforts should be made to vigorously carry out the theme education on strengthening the militant spirit of the officers and men, enhance their sense of urgency and mission to perform their lofty missions, and foster their conviction and resolve to safeguard the reunification of the motherland.

　　NPC deputy Tu Yaqing: speeding up logistics informationization

　　How to change the current situation of low science content, low informationization level and uncompleted system in the logistics of the army? Deputy Tu Yaqing said at the second plenary meeting of the PLA delegation that efforts should be made to enforce the leadership and macro control and establish easy and convenient logistics information commanding system relying on the national information infrastructure facilities to enforce the digitalization transform of the logistics equipment and break through the bottleneck of the informationization drive of the logistics.

　　NPC deputy Huo Xiaoyong: enhancing the combat spirit education

　　NPC deputy Huo Xiaoyong suggested at the second plenary meeting of the PLA delegation that efforts should be made to further enhancing the combat spirit education. To this end, we should inherit and carry forward the glorious tradition of our army, inspire our officers and men with famous campaign history, battle cases and combat heroes, at the same time we should give new meaning to the combat spirit in light of the new reality. He held that enhancement of combat spirit was to stimulate the fighting will and boost the morale of the officers and men in our endeavor to promote the military changes with Chinese characteristics.

　　NPC deputy Wang Xibin: improving the level of self-fostered talent

　　Deputy Wang Xibin said at the meeting that currently junior officers and NCOs who receive continuous education at institutes of higher learning or training organizations of major military area commands or above accounted for only a small proportion while the training organizations at grassroots level were too many and too dispersed. Thus he suggested that work should be done to merge and integrate the existing training organizations on the prerequisite of not increasing the existing establishment. By doing so, the dispersion and waste of training resources can be avoided while the training quality can be improved.
