China, Russia urge int'l community to unite to fight terrorism

  BEIJING, Oct. 14 (Xinhuanet) -- China and Russia appeal for the international community to work in unity and resolutely and relentlessly fight terrorism "in any form," says a joint statementsigned here Thursday by President Hu Jintao and visiting Russian President Vladimir Putin.

  "Terrorism, splittism and extremism pose a grave threat to the security of a sovereignty and world peace and stability," the statement says. Both China and Russia say they will continue to carry out comprehensive cooperation in fighting terrorism on the basis of bilateral and multilateral cooperation and within the framework of relevant regional organizations and international bodies.

  Both sides voice objections to double standards in combating terrorism and call for concerted efforts of all nations in the world to eradicate international terrorism. No direct or indirect shelterer or sponsorer of terrorists can escape blame and responsibility, the statement says.

  The statement blames poverty, backwardness, social injustice, thoughts of extremism, conflicts and war for engendering terrorism.

  China and Russia reiterate that Chechen and "East Turkistan" terrorist separatists, as part of international terrorist forces, should be a common target in fighting against international terrorism. To this end, the two countries will take clear-cut, necessary and practical steps within bilateral and multilateral framework.

  According to the statement, China understands and firmly supports all steps taken by Russia to restore the constitutional order of the Republic of Chechnya and to fight terrorism, and Russia unswervingly supports all China's measures adopted to combat separatist forces of "East Turkistan" terrorists and to eliminate terrorist harm.

  The two sides call for taking the United Nations (UN) as a platform to enhance global anti-terror cooperation and draw up a complete set of strategies to deal with terrorism. The goals can only be achieved within the UN framework, they said. The two countries will push the Shanghai Cooperation Organization and the anti-terror committee of the UN Security Council to conduct "constructive cooperation" on the issue of fighting terrorism.

  Both China and Russia agree to respect, play and strengthen theirreplaceable role of the U.N. and its Security Council in keepingworld peace and stability, safeguarding the equal development of every nation.

  The two sides also express their readiness to work together with all countries to make unremitting efforts to establish a peaceful, progressing and harmonious world and realize a "just andreasonable world political and economic order."
