Deputy Xu Yongqing: The PLA should adhere to taking the scientific outlook on development as the important guideline of strengthening national defense and army building, intensify army building in an all-round way, step up the preparation for military struggles, fulfill the historical mission of the PLA in the new century and new stage,and provide powerful security support to safeguarding the vital strategic period for national development, to safeguarding national sovereignty and security and to building a well-off society in an all-round way.

　　Member Zang Wenqing: The sustainable development of national defense and military modernization must draw on and cash in on the results of the national economic development and must ensure a coordinated development between the army building and the national development.

　　Deputy Zhao Keshi: In the implementation of the scientific outlook on development,the PLA must step up all-round development by following the principle of integrating revolutionization with modernization and regularization to promote the coordinated development of military, political, logistics, armaments and other areas.

　　Deputy Li Bixing: The training of the new type and high-quality military personnel should be stepped up, so as to provide highly competent people and brain support to the construction of military informationalization and the preparation for military struggles.

　　Member Gao Wenyuan: The implementation of the scientific outlook on development must stick to the principle of "putting people first". Officers and men should be strongly encouraged to contribute more for military development and for winning wars, and to devote their own wisdom and strengths to national defense and army building.
