DUSHANBE, Sept. 16 (Xinhua) -- China and Tajikistan have reached a broad agreement on wide-ranging issues and signed a joint communique on Saturday, to boost high-level exchanges and cooperation in various areas.

　　The communique, which was signed by the Chinese Premier Wen Jiabao and his Tajik counterpart Akil Akilov, came after the Chinese premier held talks with the Tajik President Emomali Rakhmonov and Akilov.

　　In the document, the two sides speak highly of the fruits reaped in bilateral cooperation in various areas, since the two countries forged diplomatic ties 14 years ago, and express willingness to further enhance high-level exchanges, deepen mutual political trust, positively implement the consensus reached by the two sides and expand exchange and cooperation in various areas, in a bid to lift Sino-Tajik good-neighborly and a mutually beneficial cooperation to a new high, said the communique.

　　The two sides point out that the comprehensive resolution to the issue of borderline demarcation between the two countries is of great importance to the promotion of bilateral ties, and all the existing agreements and other documents regarding borderline demarcation would be strictly observed.

　　Acknowledging Taiwan as an inalienable part of China, Tajikistan reaffirms its commitment to the one-China policy and its support to China's cause of national reunification, vowing not to establish any official relations with Taiwan, which was lauded by the Chinese side.

　　The two sides commit support to each other on major issues concerning independence, sovereignty and territorial integrity, not allowing any third party to engage in activities in one's territory, aimed at undermining the other's sovereignty and territorial integrity.

　　Both sides consider terrorism, separatism and extremism as major threats to the security and stability of the region, emphasizing that the coordination of security authorities of the two countries is vital in the crackdown on all forms of terrorism, separatism and extremism, including the "East Turkistan" terrorist force.

　　They also agree to take measures to expand trade, exploit cooperative potential, innovate cooperative approaches, improve trade structure, increase mutual investment and promote economic and technological cooperation, in a bid to create favorable conditions for companies from the respective countries to do business.

　　The two sides pledge to enhance cooperation in various areas, including transportation, telecommunication, electrical energy, exploration and development of geological and mineral resources, textile, agriculture and infrastructure projects.

　　The two sides will create favorable conditions for legal business, trade and investment and take effective measures to protect the personal safety, property and other legal rights of Chinese citizens in Tajikistan and Tajik citizens in China, said the communique.

　　The two countries will continue their efforts to boost their cooperation for enhancing the two peoples' understanding and friendship in the fields of culture, education, health, tourism and sports, while boosting exchanges between the youth communities and non-governmental organizations, it said.

　　Securing peace, development and cooperation is the trend of the times, noted the communique, calling on all countries to establish a new global security mechanism on the basis of mutual trust, mutual benefit, equality and respecting each other, to jointly meet the significant challenges ahead.

　　It also appealed for the respect and defence of the diversity of world culture and mode of development.

　　On the issue of reforming the United Nations (U.N.), China and Tajikistan are willing to boost their consultation and cooperation, said the communique, noting that the reforms should be comprehensive and extensive, keeping the issue of development as apriority.

　　The reforms should be achieved through an agreement by all countries taking part in democratic discussions, giving developing countries more opportunities and greater say in the U.N.'s decision-making process, it said.

　　The two countries agree to take practical measures with other members of the Shanghai Cooperation Organization (SCO), to boost the multilateral cooperation of the SCO, in fields such as security, economy and humanities, with a more significant role in safeguarding regional security and stability and enhancing the joint development of the SCO members, said the communique.

　　Effectively implementing the SCO anti-drug pact signed on June 17, 2004 and launching effective anti-drug cooperation, are of great importance to regional and national security and stability, said the communique.

　　China vows to help Tajikistan, which leads the SCO anti-drug cooperation, so that the efforts can bring practical achievements as soon as possible, it said.

　　During Wen's visit, the two countries also signed four agreements on cooperation, in the fields of technology, anti-drug smuggling, health, medicine, radio, film and television, according to the communique.
