On the afternoon of March 12, PLA Deputy Shen Yongping took the floor at the third plenary meeting of the PLA delegation attending the Fifth Session of the Tenth National People's Congress. He said that cultivating large number of joint operation commanders is not only an important mission which needs to be accomplished in order to promote the transition of the military trainings, but also a strong support for steadily promoting the military struggle preparations.

　　Deputy Shen Yongping suggested that theoretical study on cultivation of joint operation commanders should be vigorously strengthened, and scientific argumentation on the quality, knowledge structure and professional skills the joint operation commanders are supposed to possess should be carried out. In addition, the talent quality model and training mode should be worked out in a scientific way and a training system compatible with the talent quality model and training mode should come into shape as soon as possible. Military colleges and academies should fully play the principal role in cultivating joint operation commander, and form a complete three-level (junior, intermediate and senior levels) joint operation commanders training system, and strive to dovetail their education activities in military colleges and academies organically with the military training of the field troops.
