On the afternoon of March 12, PLA Deputy Li Tiemin took the floor at the
third plenary meeting of the PLA delegation attending the Fifth Session of the
Tenth National People's Congress. He said that the safety of strategic
seaways is a vital issue that has a bearing on the overall situation of national
security and development, and is directly associated with the all-round,
coordinated and sustainable development of the Chinese economy and society, and
with the achievement of the strategic objective of building a moderately
prosperous society in an all-round way, and for that matter, it should be
integrated into the unified planning of the national development and security
strategy, so as to render potent strategic guidance and organizational support
for the safety of our country's strategic seaways. To this end, supplementary
laws and regulations should be established and improved.
It's proposed to actively engage in bilateral and multilateral cooperation
on maritime security, enhance various information exchange and dialogue on
security, bring into play the function of the navy in non-war application,
gradually expand the channel of peaceful use of the maritime force, and
constantly improve the ability of the navy in ensuring the safety of the
strategic seaways.
