PLA Deputy Ai Husheng said: "Nowadays the infrastructures surrounding military barracks are developing rapidly and the buildings are competing for higher elevation, which poses serious challenges to the keeping of military secrecy." Hence, he made an appeal to address the problem of "overlooking barracks from high-rise" by resorting to the means of law.

　　The issue of "overlooking barracks from high-rise" directly endangers the military secrecy and security of the army. For the sake of addressing this problem, Ai Husheng suggested that relevant law should be enacted to make it definite that infrastructures surrounding military barracks and national defense projects should not be allowed to impair the keeping of military secrecy due to the needs of national defense and army building. Real estate development should be banned in some areas where it is considered not appropriate.
