"Peace Mission 2007" joint anti-terrorism military exercise is legitimate,
normative and operable, and is entirely in line with international laws," said
Major General Zhu Jianye, legal advisor of the Chinese troops participating in
the exercise, when being interviewed by the PLA Daily reporters.
Zhu Jianye pointed out that based on the Charter of the United Nations and
the generally recognized international law, the Shanghai Cooperation
Organization sees to it that the contents, the way and the timing of the joint
anti-terrorism military exercise are kept within the framework of the UN and the
international laws.
Zhu Jianye stated that to ensure the successful conduct of the exercise,
the six-country legal expert team has, since last November, held three rounds of
consultation on the specific issues and items of the exercise, checked the text
of the agreement, defined the purpose, task, time and intended scenario of the
exercise, the number of troops and armaments in the exercise and the training
and all other items related with the exercise, formulated a series of
consultation summaries, and reached consensus on the "Agreement on Staging
the Joint Military Exercise by the Member States of the Shanghai Cooperation
Organization ". At the defense ministers' meeting of the Shanghai
Cooperation Organization held in Bishkek-the capital of Kyrgyzstan, on June 27
of this year, the defense ministers of the six countries signed the
"Agreement on Staging the Joint Military Exercise by the Member States of the
Shanghai Cooperation Organization ". Starting from the date of signature,
the agreement is applicable as the time comes and will remain in force
indefinitely.
Zhu Jianye noted that the signing of the agreement has in fact confirmed
the legitimate, normative and operable nature of the "Peace Mission 2007" joint
anti-terrorism military exercise.
He held that the agreement has rendered the highly operable legal basis and
warranty not only for this joint military exercise but also for other similar
military exercises within the framework of the Shanghai Cooperation
Organization, and laid a solid legal basis for the further development of
relations between the armed forces of the member states of the Shanghai
Cooperation Organization in the coming years.
