Cao Gangchuan, vice chairman of the Central Military Commission, state councilor and minister of national defense, and his party returned to Beijing by air on Aug 20 after they observed the joint anti-terror military exercise codenamed "Peace Mission 2007" sponsored by the Shanghai Cooperation Organization in Chelyabinsk of Russia. Liang Guanglie, member of the Central Military Commission and chief of general staff of the PLA, Jia Tingan, director of the General Office of the Central Military Commission, and Zhang Bangdong, director general of the Foreign Affairs Office of the Ministry of National Defense, welcomed them back at the airport.
