PLA delegation holds second plenary session

  BEIJING, March 10 (ChinaMil) -- The delegation of the People’s Liberation Army (PLA) attending the Second Session of the 12th National People's Congress (NPC) held the second plenary session on the afternoon of March 9, 2014.

  15 NPC deputies from the PLA put forward their suggestions and ideas centering on strengthening army building based on their work practices and surveys.

  Fan Changlong, Xu Qiliang, Chang Wanquan, Fang Fenghui, Zhao Keshi, Zhang Youxia, Wu Shengli, Ma Xiaotian and Wei Fenghe attended the meeting, and Zhang Yang presided over the meeting. The leaders of relevant departments of the four general headquarters/departments of the Chinese People’s Liberation Army (PLA) were present at the meeting and listened to the suggestions and ideas.

  Ji Haiquan, president of Military Transportation College, put forward suggestions on strengthening strategic projection capability building.

  Liang Xu, vice commandant of the Naval Aviation Academy, made a speech on speeding up high-sea combat capability building.

  Chen Jie, political commissar of the 42nd Combined Corps of the PLA Army, suggested that construction of the Army new combat force should be strengthened.

  Zheng He, director of the Military Training Department of the PLA General Staff Headquarters (GSH), put forward suggestions on strengthening construction of military training sites.

  Wang Bo, political commissar of a brigade of the Chengdu Military Area Command (MAC), put forward suggestions on strengthening logistics support for actual combat training.

  Zhou Hanjiang, commander of the Liaoning Provincial Military Command (PMC), suggested that the actual combat training for the PLA’s reserve force should be pushed forward.

  Song Kun, deputy political commissar of the Nanjing MAC and commissar of the air force of the Nanjing MAC, put forward suggestions on deepening the reform of the non-commissioned officer system.

  Zhang Junxiang, director of the Equipment Department of the Second Artillery Force, suggested that construction of basic conditions for research and production of weaponry and equipment should be planned as a whole.

  Wang Li, deputy director of the Scientific and Technical Committee of the General Armaments Department (GAD) of the PLA, put forward suggestions on strengthening construction of the contingent for equipment pricing of the PLA.

  Zhuang Kezhu, deputy commander of the Beijing MAC and commander of the air force of the Beijing MAC, suggested that general aviation management should be strengthened.

  Wang Shu, director of a department under the General Political Department (GPD), made a speech on network public opinions related to military issues.

  Liu Yunhai, former commander of the Shanxi PMC, suggested that transitional development for the construction of national defense mobilization and reserve force should be sped up.

  Angwang Suonan, deputy commander of the Qinghai PMC, put forward suggestions on strengthening the work concerning grassroots militia.

  Fei Ling, political director of a long-distance-call station of a signal regiment of the GSH, suggested that a special law concerning veteran benefits and placement should be formulated.

  Zhang Jianhua, deputy director of the Political Department of the Jinan MAC, put forward suggestions on the work concerning "Double support" (local governments and common people should support the army and give preferential treatment to the families of service people, particularly those killed while on the job, while soldiers should support the government and love the people) under new situations.
