Voice: China should accelerate legislation on overseas military operations

BEIJING, March 8 (ChinaMil) -- 15 PLA deputies delivered speeches at the first plenary meeting of the PLA delegation to the 4th session of the 12th National People's Congress (NPC) on the morning of March 7, 2016.

Dai Shaoan, a PLA deputy who was the former Chinese military attaché to Egypt, said in his speech that the Chinese military's increasing normalized overseas military operations including international rescue, escort mission, port call to foreign countries and joint military exercises with foreign militaries allow China to set up a complete legal support system on overseas military operations as soon as possible, so as to further consolidate the images of China as a responsible major power and the Chinese military as a civilized force and mighty force.

Dai Shaoan proposed that it is necessary to accelerate national legislation on Chinese military's overseas military operations by allowing the NPC to formulate a law of overseas military operations for the Chinese military so as to make clear the goal, principle, responsibility and procedure for Chinese military’s participation in overseas military operations as well as the legal position, codes of conduct, internal and external relationship and support measures for Chinese troops implementing the overseas military operations.

It is necessary to perfect the State Council's administrative regulations and standardize the working procedure, administrative rules and coordination mechanism within the governments' powers and responsibilities. And relevant functional departments of the Chinese military should launch operation specification on different overseas military operations including anti-terrorism operation, overseas escort, humanitarian assistance and hostage rescue, Dai Shaoan continued.

"The issues including troops' long-distance transportation as well as weapons and equipment transportation's border transit for Chinese military's current overseas military operations except the UN peacekeeping operations have to be consulted on case-by-case basis through the diplomatic channel," Dai Shaoan introduced.

It is necessary to sign bilateral and multilateral legal documents including conventions, treaties, memorandums and agreements so as to provide a legal support for pushing forward the normalized development of the Chinese military's overseas military operations, Dai Shaoan added.
